Qs about water in face paper boys and boxing scene

1. About 10 minutes into the film the blind girl throws water in his face. yes, I know she thinks it's a different guy, but does she think he's gawking and she's mad, or what?
2.Why were the paper boys making fun of him?
3.Why did the boxing moderator, or whatever he's called, keep getting in between the opponents? (cute scene!)

1. she throws the water in his face because she doesn't know he's there - she's just throwing it away.

2. because he looks funny, and because he stayed in range

3. he was trying to referee, but the tramp hid behind him
