She looks young to me. Especially in the Felicity/Donna bedroom scene in 4x06. I think they started putting her in dresses to make her character look older so she didn't look so young next to Stephen who is like 10 years older I think.

I didn't think she was 35, I thought she was closer to my age(28), but I can buy her being 23.

When I first saw Arrow in 2012, I would have presumed her to be at least in her late twenties (no younger than 27). When you posted your comment in 2015, I would have said 30 as well.
