Hair
Every time I see this guy I think he looks the same so he
must be deliberately wearing his hair this way. I've heard
it is a toupee, but whatever it is, he looks really abnormal.

it's a hair piece. He opts for the wet look to instead of the lint ball look that so many other men his age have with their toupees. If you go to Hair Club for Men you'll see the various "hair systems" styles they have and there's a few that look like Randy's.
