I think she's just saying that Nicola isn't going to change a whole lot in the next ten years, which really, no one knows how much she will or won't. It's different for everyone. For the most part, you are right, and there are vast changes from ages 15-29. However, for a few people, they will look like adults when hitting their early teens, others will look like teens well into their adult years.

Nicola, being 19 years of age, has already filled out as much as she is going to unless she was to get pregnant, encounter another kind of massive hormonal change, or pull a Lindsay Lohan. I'm guessing she won't change a whole lot in the next ten years, just look a little older than she does now.
