Black Canary on Arrow

Is it true that she will be appearing on Arrow as Black Canary?
I thought Katie Cassidy was going to be Black Canary but it seems I was wrong. Anyway, I think that Caity Lotz is a woman capable of playing such a strong character.
What do you think? Does she have the potential to portray Black Canary and possibly become a series regular?

She'll be "portraying the beginning of the Black Canary story," is what the showrunner said. My guess as to what that is:

Laurel's sister ends up still being alive and is basically the female version of Oliver. She went through a bunch of stuff for five years and managed to get back to the city. She dons a Black Canary persona, kicks ass for a while, is awesome, then she dies heroically and Laurel takes up the mantle.

I hope it doesn't happen that way because Caity Lotz seems much more suited for Black Canary and action stuff and Laurel is a terrible character (no offense to Katie Cassidy, who's doing what she can with the terrible and boring writing her character gets).

This. Also, looks like she is going to be awesome in the role. Can't wait.

Maybe she'd do better with that change to her character. I agree she doesn't get much to work with, but that's the same with Thea. However they seemed to realized that and fixed the problem with her character by giving her Oliver's nightclub to run. So perhaps things will get better writing-wise with Laurel.

Why?

Less chances for her... Laurel, Sarah... and other females character that maybe will come back..
