Bucky's return and Jason Todd's return happened in the same year, so it would be impossible for Winter Soldier to be a rip-off of Red Hood or vice versa.

Other than that, the two characters are nothing alike other than being formerly dead sidekicks who return as antagonists.

Had to check, but you are right...Winter Soldier premiered one month before the Red Hood.
