i thought Ben Lee but there's someone else, just can't think of it.

I think he looks just like a thinner Seth Rogan.

I thought he looked familiar but the only movie I've seen from him is The Boat That Rocked so I can't recognize him from anywhere else. Now that you said he looks like Billy Boyd, I really think he does look a bit like him. There's something similar, like they could be brothers or other relatives in a movie etc.
