The Sex Pistols were Punk. The Clash were Punk.

The Who were the progenitors/godfathers of Punk (cf Quadrophenia, The Punk and The Godfather)

Everything was called punk back then and of course none of it was punk at all. Even Green Day and Offspring weren't punk.
