1. I doubt people get charged to submit all these photos. Do you really think someone like Tom Cruise or Bruce Willis gives a damn if their photo is on a website, or they are going to bother paying to put one on there?
2. imdb, for the sake of customer service, would WANT to have as many photos as possible, so I'm sure they just stick some on here by themselves.
3. Can you tell where that picture is from? its a still shot from 6th Sense, she's hiding behind Bruce Willis when that kid breaks into their house in the beginning.
1. Agents are the ones who submits photos (mostly) and they are the ones paying for the pictures and the get money from the ones that they are representing (the actors), which means: YES, the actors pays to put up a picture on IMDb (indirectly).
But the actors can have plenty photographs that are taken on set or on the red carpet. The photographers send them in or IMDb buys them from the photographers and post them on the site. BUT they only place them where you have to click the photo to access them. The first page's (filmography-page) photo is payed for.
