I was just thinking the same thing!

The Green Arrow in Smallville was too tame.
Superman would come after this Green Arrow, considering Arrow has killed a ton of people.

I laugh in the face of danger, then I hide until it goes away.

In actuality this Green Arrow couldn't even be considered a superhero.
He operated more as a vigilante than anything else, taking the law into his own hands and ending lives at his own discretion.

I should clarify that the reason I called the Green Arrow from Smallville too tame is simply that the nature of the show itself was somewhat of a soap opera, and the violence shown on Arrow would have been completely out of place there, thereby making it "tame", not to mention the fact that from what I remember, he never killed anyone.
