Aside from rights issues from WB on the Superman suit, budget reasons, and the upcoming Man of Steel movie production

He practically told us the truth in that Represent campaign photo in which he has the lower part of the tights on o.o

The ticket he had on his hand covered a key part of his anatomy

It confirms a long-time theory of mine, that he doesn't want to put on the tights or any kind of Superman suit because he doesn't want to show his junk, his junk appearing publicly in all ads, banners, social media, etc o.o

Budget reasons? The suit was right there in the show and he was already doing all of the abilities besides flight and that's no excuse either because literally everyone kryptonian on the show was flying just fine.

They just wanted to keep the show about Clark rather than turning it into Superman.
