He's a good singer, he made the best of it after the other Roger lost his mind. I'd give Waters a B+, which ain't too shabby.

Here's "Radio Waves" from his "Radio K.A.O.S." album in the 1980s. I know Roger Waters came out some years back and said he didn't like the album overall, but I think this is a great song:
