What i think happened was: DT threatens countries with tariffs.
Believing it will make America lots of money.
Countries then say they will do the same. DT says: Sh!t! That mean prices will go up. Better make a deal then.
Deal is made, with stuff already tried years ago, or already planned.
Result = Big success! In DT's mind......
