Can you imagine if this was Nancy Pelosi's district getting $78M for 'pet projects' and her husband was in the position that Chao has? They'd have her in handcuffs by now.
Alas not yet...

Pelosi's Pet Pork Projects
By Ed Lasky
She promised no pork. Of course, that claim has been widely shown to be false. There was, for example, a green project that will benefit Congressman David Obey's son (Obey sits on the Apprropriations Committee). There are virtual earmarks hat smell of pork because the stimulus bill is drafted with such sleight of hand that essentially only one project qualifies (example, a clean coal power plant in Obama's home state of Illinois.
Incidentally, will the Illinois utility company Exelon, that has hired Obama's campaign strategist David Axelrod in the past, benefit?). Then there is a 30 million dollar grant for wetlands preservation in Speaker Pelosi's district -- a cause she has tried to fund for years and that will make a certain type of mouse happy.

The Congressional Budget Office (CBO) recently found that the cost of the Pelosi-Reid stimulus package now exceeds $1.1 trillion. CBO also estimated that only 7 percent of infrastructure money would make its way into the economy by the end of the year and only 38 percent would be spent by the end of the 2010 fiscal year. Senator Jeff Session's (R-Ala.) office estimates the actual number going to tangible road and bridge construction is just a little more than 3 percent.
Where is this money going to? A not exhaustive look at the 1,588 page legislation, H.R. 1, "The American Recovery & Reinvestment Act of 2009" shows the bill is more payoffs and pork then stimulus.
