This could actually happen as a last ditch desperation effort to remove Manafort as a cooperating witness and dare the Republican congress to impeach him over the blatant obstruction of justice, which I think it's accurate to assume they probably would not do.
But I think it's increasingly unlikely since reports are Manafort's already had at least two proffer sessions spilling the beans to Mueller. Pardoning Manafort at this point would only immunize Manafort from punishment, but wouldn't indemnify him from perjury charges if called to testify against Trump to what he's already confessed under oath to Mueller in a proffer. If he's uncooperative after a pardon, there's not just perjury he'd have to fear, but also NY State charges he'd have to be concerned about.
