shareWell, an adult male voice is usually too deep to pull off a convincing pre-pubescent male voice, which is why most of the time, they're performed by girls, whose voices are generally higher (for example, in King of the Hill, Joseph used to be voiced by Brittany Murphy, until the character went through puberty, he was replaced with Breckin Meyer in order for him to sound more "masculine").
Plus, if you had an actual young boy in the role, they would eventually go through puberty themselves and thus they would be unable to continue performing the voice of the character (since most cartoons are suspended in time and their voices don't usually change).

For male actors, puberty sucks. You don't have to look farther than Two and a Half Men or Everybody Hates Chris to realize that even current child stars are limited in their appeal to their audience.
Hiring a female actor to do a pre-pubescent male boy is probably a wise decision from a casting perspective.
Let's be honest. Nobody wants a Two and a Half Men situation. That kid was cute in the Mighty Duck's movie, cute when the cast him in the sitcom, but DOG UGLY now. This show will unfortunately be canceled in the next season or two because the actor that plays Jake is not appealing. That sucks because the rest of the show RULES!
