Actually that only applies if it's portreyed in a sexual nature. If the nudity can be justified to be either artistic or natural and not sexual, it can be allowed from the age of 16, though I think this may only apply in england.
For example, Olivia Hussey was only 17 when appearing topless in Zefferelli's version of Romeo and Juliet. This was allowed however because it was the morning after and she wasn't doing anything sexual, and the nudity was brief.
For another example, Keira Knightley was only 15 when she was nude in The Hole. This was allowed because again it was brief, and the film wasn't released until she was 16. In cases like this I think the parent's consent is required.
Remember folks, nudity doesn't have to be porn!
