I was just going to post the exact same thing!!! She played Roseanne and she was no way only 13 at the time more like 16 / 17 as you mentioned.The episosde was from 1992. I also remember her in a movie from the mid 90"s (cannot remember the name, but she was older thena 14 or 15)
The DOB is wrong!!

She does look older than someone born in '79.
