I personally talked to Refn about the project in April and he didn't know.

I was at a q&a tonight with him and he said that he decided yesterday to not make I Walk With the Dead anymore. He said it with a laugh so I don't know for sure. So to answer your question, maybe never. He did say he was gonna be shooting something in L.A. at the beginning of next year.
