Wasn't she in the Disney Channel movie 'Gotta Kick it Up' in 2002?

I mean, I looked it up and it says it was someone else, but I distinctly remember her as Ms. Bartlet

Now, did they have the other chick as Ms. Bartlet but she dropped out or what?

I seriously need help. Because I'm pretty darn sure it was her.

Nope, the actress who played Ms. Bartlett is named Susan Egan. She also was Meg in "Hercules". I totally understand though the confusion. Frances' imdb picture is eerily similar to Susan and Susan's picture looks nothing like what she looked like in "Gotta Kick it Up".
