From what I read in articles when the Captain Marvel crap was going down, her mom and dad broke-up, and she went with mom.
I don't remember all the details, but I was left with the impression that it was typical divorce rape scenario, with him being taken to the cleaners and the mother engaging in parental alienation.
She may have been one of the children used as leverage by the mother for emotional revenge and additional court ordered resources.
Who knows, maybe her father actually was an asshole who skipped visitation, skipped on support, etc. - but most all fathers have been portrayed that way the past few decades whether they actually are that way or not, so it's anyone's guess what really went down.
