In terms of wardrobe, JKD strikes me as someone who doesn't give 2 effs about what he wears, as he'd most likely spent most of his time in Africa nude or near-nude, lol.
The other characters we've been introduced to are his sister, who's in mourning after the death of her father, and would naturally be wearing all black, which would make all her clothes looks the same, I suppose. Then, there are the employees of The East India Company, who all appear to wear what one would imagine rich men of a massive corporation of that era would. The rest all seem to be very poor or prostitutes, so I doubt there would be much variation in their wardrobe.
Most likely not a budget issue; more of an attention to detail of the characters and what they would be wearing in that time period, given their respective place in society :-)
