I don't think so. I love her and her work but still I think she is pretty far from being a celebrity. Not many people have heard of her and plus Sienna is mostly doing indie movies instead of mainstream movies. Too bad Sienna hardly appears on the big screen :( I could look at her beautiful face and her sexy body all day long :)

Celebrity? In the loosest sense of the word? Definitely.
And she doesn't need to be on the big screen for you to look at her beautiful face and her sexy bod. I think she could do something small like do voices for games or English dubs of anime. Some activity for her fanbase to follow.
She would have to pull off a Sandra Bullock, though. Refer to Gravity (2013). Older woman, you know, nice worked out bod. But that needs a lot of luck to pull off.

She is a celebrity...not an A-lister but she's appeared in enough films that she can safely say she is a minor celebrity.

Depends on what do people imagine as "celebrities".
"Celebrity" as in popular, has a lot of fans, is favoured and "hunted" by tabloid reporters, paparazzis etc.? - I don't think so.
But she is quite a familiar personality and there are some fans who do follow her, just not as much as other actors.
namko-nguyen I can't believe that such a beautiful actress didn't have a breakthrough in her acting career?! Her "career" is pretty much just being a guest star on cheap TV series. Totally lame!

I mean, she is really pretty and she hasn't had a lot of chances to show to us (movie and series fan) how outstanding she can be.
namko-nguyen I've seen literally all of her movies and TV shows on which she was guest starring. I'm glad she got the title role in Helen Of Troy :) She truly is Helen Of Troy in my opinion :) But she is never gonna be a well known actress nor she is ever gonna appear in a big Hollywood blockbuster because Sienna moved back to the UK and she probably won't be working in the States ever again :( In the UK there is no way she is gonna improve her acting career. Pretty much all UK actors moved to Hollywood. But at least Sienna can still enjoy her privacy since she is not a well known actress like Jennifer Lawrence. I mean Leonardo DiCaprio won't ever be able to walk down The Times Square without being chased by many people.
