I hope so. This isnt the first time they are trying to make it into a movie though. Did you hear this on the Deathsquad podcast or from another more reliable, less stoned source?

He's good in The Hangover but I'm not sure if he could pull off the sincerity and seriousness of Ignatius, though he could probably capture the eccentric and irritating nature of the character. I love Confederacy, though I'm ambivalent about a film adaption. The book is a perfect candidate for adaption, it would translate to film well, though I'm not sure anyone could do the novel justice - playing Ignatius would be very difficult. I think John Goodman would've suited the role well, but that obviously fell through long ago, like many other attempts.

If you see Zach Galifianakis in It's Kind of a Funny Story, you can tell he knows how to drastically tone down his act. I can see him doing the role of Ignatius justice.
