I think she's a great actress too. I never watched "24," but I've seen her in quite a few movies, and I've always thought she had a nice screen presence. She was fantastic in "The Quiet," and brave to take that role. I also thought she was great in "He Was a Quiet Man."
I think the thing is is she did a lot of less serious, subpar-ish movies that led people not to take her seriously or something. "Captivity" was pretty weak, and while I like "House of Wax," it's not exactly a film that was going to elevate her career. Her performances in the less mainstream indie/arthouse circuit have been her most interesting, and I think she could build a reputation for herself if she stuck with doing more indie films rather than television, which is where she's been for awhile now. The problem is that she's making far more money in TV than she would in the former.
