That's Ian in a UK telly show called "Happiness"

Here's the reference on his IMDb entry:

"Happiness" .... Phillip (1 episode, 2003)
- A Nice Person (2003) TV episode .... Phillip

He's only onscreen for that scene and one other quick kiss one.
Probably under 2 minutes...but gosh he's cute!

I actually did used to have it, and now I haven't the foggiest where I saw it. It's not on YouTube or anything... :[
