I think he will say on November 2nd that he isn't going to run again so that might save the democrats from losing congress.

Depending how the midterms go I think he'll announce it in December or early in 2023.

He will watch the early mid-term elections and gamble that saying he is retiring after this term will save the congress during the voting on the 8th.
