In order to have stimulus checks you need a stimulus package. In order to do that, the House and the Senate both have to pass a stimulus package (after taking the time to put one together). Then it goes to the White House for the President's signature.
President Biden was simply saying that if Georgia elected both Democrats (which they did), the Senate would have the votes to pass such a package.
You have to actually read the article. It also helps when you don't pretend not to know how government works.

As I recall, the Georgia election took place before the attack on the Capitol. Unfortunately, those events and their consequences took priority over the potential stimulus package.
And most of the executive orders President Biden published were simply undoing the Executive Orders of the previous administration.
