They're doing a complete reboot of Xena, so it doesn't seem like they'll be interested. You can do a search for a way to contact them through their production company or studio. I don't have the Pro account, so I don't know if you can make contact here on IMDb.

Now, as for Xena, there isn't going to be a season 7. There will be a reboot which already has a writer: Javier Grillo-Marxuach.

Even if there was going to be a season 7, Lucy wouldn't have any say. I don't think Rob Tapert would even have much say either. NBC Universal appears to be calling all the shots. If you really want to pursue this, then I think you should get an agent and let them do the contact work.
