That shot is a promotional photo from the ABC series "In Case of Emergency" (http://www.imdb.com/title/tt0491296/). In the pilot episode, Jonathan Silverman takes Kelly to his parents' house wearing a skimpy qipao. He moved in with his parents after getting divorced. To get back at his ex-wife, he stole some of her clothing. That's what Kelly is wearing.
