Does this guy always wear guyliner? Or does he just look that way?

I'd say it's just naturally thick lashes considering he's looked like that for years and years now.

Just looks that way. He has native american, mexican and Spanish ancestry. He has very dark, thick hair; so his eyelashes are probably long and thick, which give him an eyeliner look. Lots of latino, mediterranean and middle eastern guys have that look.
