Ally will be back as agent Stahl in sons of anarchy, from episode two.
Sons Of Anarchy starts on the 8th of september.

I'd like to know what network "Sons of Anarchy" is on and will Ally be a regular?

It's on FX. Ally has a recurring status on the cast, so she'll pop up now and again. I doubt she's on the main credits, more likely she'll be billed "special guest star" as in the first season.
