What is the actual purpose of drug overdose death murder charges?

Is it to actually stop people from doing drugs or is it to try to "scare" the drug dealers into not lacing the drugs with fentanyl?

Do the people who voted on drug overdose death murder charges still want drugs but they just want their illegal drugs not to kill them?

Rich people do not overdose - they are MURDERED!

Meanwhile, thousands of people do not have the benefit of rich parents to demand justice for them after they overdose.
