shareSo was Code of Silence; but, quick, OP, name a few really good karate movies that are good MOVIES. Name me action movie stars who are good actors. Gal Gadot is the only 1 that comes to mind. These films and actors are held to different standards, not to mainstream values.
But your statement that Chuck just acts like a tough guy is tremendously ignorant. Unlike most other action stars (e.g., JCVD, who was beaten up by his own bodyguard for acting like as asshole), Chuck KNOWS how to fight.
Chuck Norris won 7 National and International Karate championships during his 13 years as a competitive fighter, including World Professional Middleweight Karate Champion. He retired, undefeated, as Professional Full-Contact Middleweight Champion in 1974. He’d never considered a career in movies, but 1 of the students encourage him to. The guy’s name was Steve McQueen.
Code of Silence, his "best" film, is a bundle of clichés and steals from other, much better, films, namely Dirty Harry and The French Connection.

shareNorris is probably more of a tough guy in real life than Eastwood or Hackman (although Hackman was a former Marine), but the characters they played and the films they were in created a better illusion of toughness - and they got there first. Doesn't mean Norris couldn't kick their asses.

My verdict: Yes, it's derivative of other films, but it's still pretty well-made. I get the sense that the producers wanted to see what would happen if Chuck made a "real" movie and this film is the result. I'd say it's a little uneven, but overall pretty solid.
Love Chuck, but he never fought full-contact. He was a champion in point fighting. That's still respectable because it requires certain skills, but he didn't do what guys like Bill Wallace and Don Wilson did.
In regard to karate movies that are good movies, I think there are quite a few. The objective of something like Bloodsport is different from the objective of Apollo 13. You have to judge martial arts films against the objective that they're trying to fulfill and against the stories they're trying to tell.
His movies weren't meant to be taken so seriously.
