I believe she is returning to make an appearance but generally she very rarely appears on the show now.

She left the show in 2007 (her character moved to London) when she landed a role on the series "Drive." Sadly, "Drive" was canceled after three weeks. Since then, they've brought Rose back to America, and she continues to appear infrequently.
Personally, I've always thought the best episodes are the ones that include the trio of women (Lynsky, Holland Taylor and Conchata Farrell), and it's a shame she doesn't appear more.
thought she came back this season for a few episodes... she's hot and funny!
