Watching Shades of Blue, Ray looks like he had an allergic reaction and it never went away.

That's most commonly caused by really terrible acne that goes untreated for years, or by scratching chicken pox.

His face was always pock marked but have you seen him lately? His face is swollen/puffy.

Probably just old age and plastic surgery starting to catch up.

I read he's been boozing a lot the past few years, It would explain the puffy face.

I can agree with that but it also looks hes had some plastic surgery.
What's with the eyeliner look?
