Does he always play strange, eccentric, and awkward characters?
I've only seen him in River's Edge. He seems to move and talk somewhat odd and awkwardly. Is that just who he is as a person or are his characters intended to be like that?

A lot of the characters he plays are like that, I wouldn't be surprised if he was a little eccentric in real life as well.
He just doesn't have the personality to play anything but off center characters. Why not? He's very good at it.
I am not so sure if he's eccentric or not in real life. Seeing him in one of his performances of his personal films in person, I'd say he plays up the eccentric part a bit because his audience at these events are made up of a lot of pretentious film snob wannabes who love that persona and he knows it. He's definitely not a dummy, but much of his act is pseudo intellectual mumbo jumbo. Weird just to be different.
I've loved the range of his roles, though. Anyone who can be in Wild at Heart, the Charlie Angels movies, Epic Movie, and the Back to the Future movies is fine by me. I love the few actors who appear in what they want instead of trying to protect their image. That's why I love Nic Cage, too, who just does what he wants (even though some of the recent ones might be more financial decisions).
Yes he is very odd in real life (if you count interviews as real life). He seems extremely intelligent but also extremely awkward and.....sort of like someone who has Aspergers (which he displays many traits of)
