There is something wrong with Hollywood, yes. Just like something is wrong with prefessional sports, politics, world economy, music business... You name it. From that point countless persons are getting way too much money, not just RDJ. When Disney is willing and able to pay him such an amount, they must think the result is worth the invested money.
You are aware by the way that it's not Downey himself writing the scripts? Of course he is often casted for cheeky, sarcastic characters, as this is what people know him as. And "fans" going like "He IS Tony Stark!" shows they don't want to see anything else anyway. Just like they want to see Johnny Depp as some kind of freak, Brad Pitt with that one facial expression ... You get the picture. RDJ by the way is far from showing off in "every" movie. During the last years I remember Charlie Bartlett, A Guide To Recognize Your Saints, Fur, The Soloist, Good Night and Good Luck, A Scanner Darkly, and, to a strong amount, The Judge or Zodiac, where the sarcasm comes over as part of the character, but very secondarily.
Robert Downey Jr has been in the business, considered one of the very best, long before the Marvel franchise, and he will go on. What movie companies think he's worth is not to us.
