I guess you're not familiar with Southern accents. He doesn't use the same accent in True Detective that he uses in Mud or in Free State of Jones. He didn't have a Southern accent in Amistad. I guess his directors prefer for him to use a Southern accent. There are a lot of actors who fake Southern accents (there are a lot of roles out there for Southerners) but usually pretty ineptly.
As for which actors with distinctive voices always use their native accents: Connery's always Scottish, Hopkins is always Welsh, Caine is always from London, De Niro, Walken and Pacino are always from New York. Now Tom Hardy keeps trying to do accents but with little success. He's a great actor, so is Fassbender, but neither of them can pull off an American accent.
I think it's mainly British actors working in the US (and Meryl Streep) who are big on mimicking accents. It extends their employment possibilities. It doesn't necessarily add anything to the authenticity of a performance and can be very distracting.
