He's basically a midget. He has James Cagney little man syndrome. I bet he feels real tough when he wears his 7 inch lifts.

While calm and non-threatening in real life, Cagney was actually a tough guy, when the need arose. De Niro just plays a tough guy in movies, and talks tough in real life because he knows he's safe.
