If I put actors like Daniel Day-Lewis or Meryl Streep, there would be a lot more than just one person in the 8. I'm choosing actors that aren't too top tier.

I'm not sure how you define "top tier". Richard Gere and Pierce Brosnan were leading men in the late 20th Century. Both are "rated" under 7. Dwayne "The Rock" Johnson was a big action film star.

Have you seen those pictures of him as Marlon Brando? A spitting image. Depending on his performance my rating of him might go up.

Yeah, I actually saw them an hour after I posted this. Without seeing the pictures, I would say no way he could look like him. Now that I've seen them, I'm quite impressed.
