People talk about 1999, 1981, and (I think) 1939 as great years for movies. Has there been any such year since 2000?

The 90's was the last decade for consistently good films particularly Thrillers and Drama. Even an average film from the 90's is entertaining.

It really starts to go downhill after 2010.
