help with name of unknown tv series or miniseries on television

I have checked everywhere on the internet and i still haven't found the name of a tv series or miniseries that aired on american television somewhere between 2000-2018. The tv series is not 12 monkeys. however, it is sort of similar to the character named Olivia Kirschner in 12 monkeys. The tv series or miniseries that i cant find on the internet is where a woman was referred to as something like the supreme leader or priestess. There is an episode where this woman is speaking in front of a large crowd of people at night. (possibly speaking on a stage). While this woman is speaking there is another woman wearing black and a hood over head head. The woman in the crowd is important in some way later on in the tv series or miniseries. In one of the episodes or later on in that same episode, there is a woman who uses some sort of device, object, or orb that could do something very special. Im not sure if its teleportation, time travel, disappearing and reappearing, going to an alternative dimension or time line. I don't know. Another thing that i remember is there was a fight scene between two women who wearing alot of black. one of the woman had like a corset that had some special ability to either protect and or defend herself against someone. the suits in the tv series 12 monkeys are different than the one im referring to. it looked more like a victorian style type corset but in more modern times and possibly the future. also i remember in one or more of the episodes, one of the woman would sometimes kneel down on one knee and bow while going inside a circle. however, unlike the tv series 12 monkeys, there were some type of force field shield and or rings of light around someone whenever they came into the circle. im not quite sure about the rings of light part.
