It's tough. I guess Kate Bush because she's been in the game longer.

My 5 would be these:

1) Iron Maiden
2) Cyndi Lauper (I know she's more "pop" than "rock," but if Madonna's in there, then I put Lauper there also...I think her songs were better than Madonna's and she's a much better singer)
3) Soundgarden
4) The Spinners (should be in for "The Rubber Band Man" alone...I love The Spinners...probably not in because they had such a turnover in personnel over the years)
5) Warren Zevon

Agreed that Willie is generally country, though he has dabbled in other genres from time to time ( he has said he was influenced by jazz, & that comes across in a lot of his early songs)

I will say he's a bit more (what can be called) 'rock" than Dolly Parton ever was.

A lot of people here picking RATM. I could never get past their (so-called) "singer", even though I thought the musicianship was on point, & Tom Morello is a great guitarist. Plus the hard-left political crap just rubbed me wrong.

Overall, Audioslave were much much better!😎
