It's partially dependent on face shape and beard density, but generally I've found that bald guys and guys with long hair look better with facial hair.
Whereas having a classic short back and sides type haircut looks good with a clean shaven face, at least if you have a strong chin/jawline.

What 's up with actors and beards? And pro athletes? I see more and more celebrities with facial hair. Even Canadian prime minister Justin Trudeau has jumped on the bandwagon.
I've seen baseball players who look like they just stepped out of a time machine from the Woodstock Festival. The hippie era was over with by the 1980s. I guess they didn't get the memo.
This is the 21st Century. Safety razors have been around for over 100 years. There's no excuse for this.
