No. I've given sad dramas a 10/10 and I never cry so I don't see how comedies would be different.

Not necessarily. Even if you don’t laugh at all, the film might have good performances, a well written screenplay, impressive visual effects or really nice cinematography. It might deserve a decent rating for other factors, even if it isn’t laugh out loud funny.

Laugh out loud comedy is one of the top most difficult genres (REALLY scary horror films being a neck and neck race in terms of difficulty to pull off)

If comedy movies are waiting for me to laugh, they'd never be made.
Sure, somethings strike me as funny, but when it comes to Sandler and Carrey and that sort of stuff, I'm more likely to sit there in disbelief than laughing.

Well Schindler’s list is obviously a masterpiece, so...

I would consider 4 or less to be a fair score.
