When former Governor of California Ronald Reagan closed the mental hospitals in the 1970s it was a tragic mistake. It bought on a surge of the homeless that persists to this day, probably all over the country, unfortunately. In my city there are homeless encampments all over the place, under bridges, parks, along the freeways. It's so sad.
