Most despicable movie villains?
I'd have to go with the villains of the Disney movies Wreck-It Ralph and Frozen. They are scheming, manipulative, and also quite sadistic.

Khan Noonien Singh
sharePeople way under value Khan and Montalban's effort to play him. The man created his own problems hence being banned to the Ceti Alpha system. Try pulling a take over on a Klingon ship and see where that takes you. Khan was having an epic fit because he lost three times in life. First when he fled Earth via the Botany Bay, second the failed attempt to take the Enterprise, and lastly the failure of his colony. Montalban brings life to a character that could be very hard to define and understand especially in the episode "Space Seed." That episode had all kinds of plot problems including a weak willed female crew person and Kirk being free with sensitive information but we wait for every moment when the attention shifts to Khan.
