I think he should be able to. Just have the UK government consider Obama as a friend of Prince Harry (which he is) rather than as a diplomat - Obama's presence in the wedding wouldn't be a "state visit".

I don't think that was a snub...at least that's how I interpreted it. Obama was just returning something to its rightful owner. But I could see how it could be viewed as a snub.
I doubt Trump would be more fun as the party...he seems too sensitive.

If i were Prez (God help us) i would have kept the bust here and lent them something great...an artifact of war or something historical to keep the good feelings going

But Obama always seemed too scripted and in love with himself to be a fun guy
I figure Trump would loosen up and be fun after a bottle of wine...but then he might get all 'grabby' which isnt cool either

I doubt Obama is really a personal friend of his, inviting him would seem more like a statement. Harry is a nobody, there's no reason for him to invite the president of the US.

Trump is controversial to the point where that is going to happen. Meaning he will be excluded from such foreign ceremonies and functions. And yes there is no reason to exclude Obama as he is just a private citizen at this point in his life. It would not even matter if he used the opportunity to talk up his wife as a future Presidential candidate.
