Any clarification on the abuse of reporting posts yet?

I was wondering if we're going to get any say on what IMDB stated as its case for closing down their message boards - the abuse of the reporting function. Are we getting together any sort of list of abusers and what reprimands should be made against them to stop wasting volunteer moderators' time?

Also Jim, could we implement a rating system for the various threatening to leave posts that get used as a warning around here? They all seem very weak and conspiratorial in nature and try and magnify their worth which potentially oppresses lurkers into not taking part in conversations.
